Plain boiled pasta is simply cooked wheat, and a few pieces will not hurt a dog that has no wheat sensitivity. It also brings almost nothing useful - it is starch, and your dog is already getting its carbohydrate requirement from a complete food. The thing that actually sends dogs to the vet is not the pasta but what is on it. Almost every standard tomato, bolognese, carbonara or pesto sauce is built on onion and garlic, both of which are toxic to dogs and damage red blood cells cumulatively. Creamy sauces add fat that can trigger pancreatitis, and cheese-heavy dishes add salt. A bowl of leftover spaghetti is not the harmless treat it looks like.
How much is safe?
A few pieces of plain pasta for a small dog, a small handful for a large one, and rarely. Because it is pure carbohydrate it should be counted within the daily calorie allowance, not added on top of a full bowl.
How to prepare it
Boil it plain in unsalted water, drain it, cool it and serve it without sauce, oil, butter, cheese or seasoning. Wholewheat is no better or worse for a dog than white. Never share a plate that has had sauce on it.
Symptoms to watch for
Plain pasta usually causes nothing worse than wind if a lot is eaten. Sauced pasta is the concern: onion and garlic toxicity can be slow to appear, showing as lethargy, pale gums, weakness or dark urine over a day or two.

Ring your vet if your dog has eaten a meaningful amount of pasta sauce containing onion or garlic, particularly if you notice lethargy, weakness or unusually dark urine in the days afterwards.
